Job Description:

The Programme Officer/Data Officer will be part of the team responsible for developing the proposed Nigerian Public Index project. This flagship project will measure the performance of the Nigerian Public Sector. 


The Programme Officer/Data Officer will be providing programmatic support to the Index Project Manager to determine Index methodology.

Develop and implement data collection systems that optimize statistical efficiency and quality.

Create and manage databases

Apply Index construction methodologies to translate raw data into index scores and rankings

Develop interactive Excel-based tools to assist in the presentation and interpretation of the Index results

Compile and organize analysis datasets and provide detailed interpretations of Index results.

Drive continuous improvement of data management and presentation standards

Implement and contribute to the development of policies and processes

Maintain all files and documentation

Create and manage program databases

Perform routine data quality checks, data gap analyses, and data backup

Liaise with partners and stakeholders and provide information as required


A Bachelor’s degree in relevant studies.

Minimum of 3 years work experience as a Data Analyst or similar role.

Experience in preparing monthly work plans and plan appropriately for tasks assigned

Experience in writing reports and extracting relevant information and data from research work conducted, surveys, and meetings 

Skills and Competencies:

Analytical, Quantitative, and qualitative research skills.

The organization, Relationship Management, and Planning skills

Data Collection and analysis skills

Report writing skills

Programme Management Skills

Microsoft Office Suite Knowledge

Knowledge of Statistical analysis tools, i.e., STATA, SAS, SPSS, or any other similar package, is desirable.
